· Steam Workshop Not Downloading Mods 1. Subscribed mods at Steam Workshop are not being installed! I woke up this morning to find that every single mod I have ever subscribed to in the Steam workshop no longer appears on the subscriptions page. When I click the subscribe button, it will not download or do anything. · - Select "Cloud", then check-mark "Enable Steam Cloud synchronization", then press "OK" - Navigate to the Steam Library - Right-click "Europa Universalis IV" "Properties" "Updates" - Check-mark "Enable Steam Cloud synchronization for Europa Universalis IV" - Re-test the issue and see if you can download and use the Workshop mods. Mods status bar only appears in Big Picture Mode – For some reason, Steam changed the default behavior, so in the latest versions mod updates will download silently in the background, so you can no longer track their progress. If this scenario is applicable, you can verify if the mods are actually downloading by switching to Big Picture Mode.
Maybe this helps. Unsubscribe all workshop mods then clear steam download cache, delete the mods manually in Documents/Paradox Interactive/Hearts of Iron IV/Mods and subscribe them again. Had a similar problem in Europa Universalis 4 where the dlc's where loaded but didn't work. First unsubscribe from all mods you are currently subbed to. I highly recommend putting all the mods you currently use into a "Collection" on Steam to help you keep track of things even when you're not subbed to them. It's extremely helpful, especially for large mod lists. Things to delete. Becuase everytime i unsubscribe and resubscribe, steam downloads the mods but they arent in the folder and dont appear. Anybody out there with a fix? EDIT: I think it is the new steam update. I went offline for awhile without going into offline mode, got on, updated two days ago, and my mods all left but two i dont use.

Hey if your subscribed mods aren’t showing up in the launcher and verifying your game files isn’t helping, do this: In Steam click View-Settings-Downloads and then change your Download Region. Pick something new but close to you. You’ll have to restart Steam, but then voila, workshop downloads should start happening.
